The claim in context

On Radju Malta's Vi jew Va (13 September 2025), PN Leader Alex Borg said: "Ten years ago, Ibiza was a party island like we are today, with chaos in the streets, vandalism and drugs. Ibiza decided to revise its marketing campaign and cut tourist arrivals by half. Today it has half the tourists it had 10 years ago but double the income." He repeated the same numerical claim at a public meeting in Qormi two weeks later, this time framing the timeline as "two or two and a half years" rather than ten.

The strategic question is real. Malta's tourism sector hit record expenditure of nearly €4 billion in 2025, driven heavily by volume rather than per-visitor spend. The empirical question is whether Ibiza behaved the way Borg described.

What the Ibiza data actually shows

Arrivals have not halved. Balearic Statistics Institute figures show Ibiza's tourist arrivals were broadly stable through the decade leading up to covid, dipped sharply during the pandemic, then recovered to pre-pandemic levels.

Per-tourist spending has risen \u2014 just not by anywhere near double. Average expenditure per tourist moved from roughly €1,000 in 2019 to €1,178 in 2024, a ~33% increase. Total tourism revenue grew from about €3 billion to €3.9 billion over the same window.

What Borg got right

Ibiza is genuinely attempting to rebrand away from its party-island image toward gastronomy, culture and high-end tourism. The strategic shift is well documented and was acknowledged in the fact-check. Borg's broader argument \u2014 that Malta could pursue a similar quality-over-quantity model \u2014 is not undermined by the Ibiza data. What the data does undermine is his specific quantitative claim.

The "halved arrivals" figure appears to trace back to a 2025 study widely covered by Daily Express and EDM Tunes that measured a 56% drop in Google searches for Ibiza holidays, not actual visitor numbers. Search interest and arrivals are very different metrics.

Bottom line

The Ibiza rebrand is real, but the headline numbers Borg used to dramatise it are not. Arrivals have stayed roughly steady, not halved. Per-tourist spending has risen by about a third, not doubled. We rate the specific quantitative claim False, while recognising the underlying strategic point about repositioning the destination.
